Also solve last 1 overlap detected in DD4hep. TECServChannel with TECAxGrounding. Same issue, same remedy here: borders are defined at exact same phi.
Also propagates the overlap fix outside of cmsExtendedGeometry2021XML scenario (more consistent, and safe since it is an infenitesimal reduction anyway).
Overlaps in Phase I Tracker: infinitesimal shrink of connectors width, to avoid polluting Fireworks with non existing overlaps.
Cleanup DD4hep tests: move them to appropriate subsystems
