Change directory name 2026 to 2030 to enable future Run3 runs during 2026
Squashed commit of the following:
2023 scenario and workflow with detailed cavern
Enable a scenario with only HGCal for the V17 version
Change in GE21 setup in view of last minute changes
Make a new scenario Run4D127 which closely matches Run4D126 except using an earlier version T35 for Tracker
aligned with SLHC
Update the scenarios by adding relevant xml files
Try to make the geometry for 2026 scenario
Add overlap check for 2016
