More [package require Tcl] work and cleanup, including documentation. Regenerated embedded documentation.

* modules/valtype: New module: Validation types. snit validation types for various classes of numbers (ISBN, EAN, ...) and general check-digit algorithms (luhn(5), verhoeff, ...).
