Centralized currency(we avoid naming it money since it lacks lots of moral troubles of money) with absolute control of owner(s), with only one exception for decentralization: keeping all logs to report that these pfennings are used responsibly is essential(like transferring pfennings or giving/removing them by owner(s) of server)
