[SIMULATION] Changes suggested by new llvm18 clang-format

reverting to std::set again in Muon/Calo Digitizers, removal/replacement of remaining couts
Code updates to use FastSim events as PileUp with FullSim Signal events through the MixingModule interface to be used during the Digitization step in different sub-systems
move .icc into interface as its used by other packages. Move from nearly empty package into DT package
