Squashed commit of the following: - code formats - move number of CE-E layers to be static constexpr - address comments from KPedro ABocci APerrotta - remove unused arguments - Missed data sub-directory in path - disable extra tests in GeometryHGCalMapping + do not copy configs locally (use cms-data) - add filter in local reconstruction for hits with unassigned layer (from calibration cells) - add k_noise threshold on rec hit selection and FileInPath for electronics config files
