add DQM modules to monitor GEM detection efficiency with GEMCSCSegment

Update plot names and folders. Add base classes for the online & offline efficiency monitor and remove `GEMDQMEfficiencyCalculator`. `GEMEfficiencyAnalyzer` and `GEMEffByGEMCSCSegmentSource` inherit from `GEMDQMEfficiencySourceBase`. `GEMEfficiencyHarvester` and `GEMEffByGEMCSCSegmentClient` inherit from `GEMDQMEfficiencyClientBase`. Turn on the propagation error cuts for the cosmics scenario. use residuals in the global phi, not local. Also, add `residual_phi_muon` and `residual_phi_muon` for because `residual_phi` has two peaks in the muon gun simulation. The muons and anti-muons makes different peaks. Add paramters to control the propagation method and the matching metric. Make paramters untracked. Add ScenarioOption enum. This enum replace `isCosmics` flag. `GEMEfficiencyHarvester` takes a vector of folders instead of a single folder.
