Reorganize docs into en/ru trees with proofread bilingual content. Move canonical English to docs/en/, Russian editions to docs/ru/, remove legacy UPPER_CASE redirect stubs, update README and repo links, and add docs-audit tooling plus refreshed context pack. Sprint E (REQ-FW): ADR, licensing, MES reference, public API. Add docs/decisions (ADR 0008-0010), gap registry, and solution developer public API boundary. Implement RSA commercial bundle license verify on deploy with installationId API and license-builder tooling. Add MES reference bundle with smoke tests. Update backlog and roadmap Phase 16.
