Fix the error in the config the workflow in ALCARECO and ALCAPROMPT; remove the header file for phase-0 pixel naming in SiPixelStatusProducer; add the missing initalization for SiPixelDetectorStatus; rewrite the AlCaHarvester to fix the problem that VPset can be used for db_output in AlCaHarvester_cff; remove unused config files in the SiPixelQuality package and add AlCaReco/AlCaPrompt/Harvest config files generated using cmsDriver for testing the workflow since it is not in any relval for the moment
